Chandigarh October 10:-The field operations for prevention and control of dengue were stepped up today by deploying the special survey teams in the areas where the dengue cases were detected. The Medical Officers of the dispensaries were again put on alert for institution of control measures in their respective areas. The checking of mosquitogenic situations remained the priority of the department. The survey teams of the Health Deptt. comprising of approximately 200 persons of all categories checked more than 4000 places for detection of mosquito breeding. The report of the dengue cases compiled from various hospitals shows that out of total 190 cases reported from GMSH-16, PGIMER-12, GMCH-32 and Fortis Hospital in Chandigarh total 113 number of conformed cases of dengue belong to this region i.e. Punjab, Haryana, UP, Delhi and Uttaranchal. Out of 113 confirmed cases 38 positive cases are from Chandigarh. The confirmed cases are being investigated by the department so as to ascertain the source of infection by verification of history of movement of the patients. In order to create awareness among the masses IEC activities were carried out in different areas of Chandigarh. People were educated as how not to create mosquitogenic situations in and around their houses. The teams of Health Department issued 69 notices under Section-2 of Epidemic Disease Act 1897 to the defaulters in all the zones of Chandigarh. Two fog-generators have been deployed for carrying out fogging operations. The areas of Sector 30 B, 44 B, 4,5, 6 ,7 ,12 and Dainik Bhaskar building have been covered. The teams have been asked to inform two shopkeepers with address or two residents of the area along with their signatures from the point of start. The action would be repeated at the end of the operations. The Health Department has intensified the containment measures with available resources

| World Mental Health Day in chandigarh |

Chandigarh October 10:- On the occasion of World Mental Health Day, the State Legal Services Authority U.T., Chandigarh organized a legal awareness campaign for mentally challenged children at Sadhana Society for Mentally Handicapped Children, Rein Basera, Manimajra, today. The State Legal Services Authority U.T., Chandigarh being committed to support the mentally ill persons and discharge its liability in providing free legal aid to them under Section 12 of the Legal Services Authorities Act, 1987. Shri R.K. Sharma, Member Secretary, State Legal Services Authority cum Judge Permanent Lok Adalat addressed the parents of the mentally challenged children and the concerned persons to sensitize them about the legal rights and availability of free legal aid to the persons suffering from mental disability. He advised them to approach the office of the State Legal Services Authority, Sector 9, Chandigarh if they have any problem relating to legal matter. Shri R.K. Sharma along with other officers of the Authority distributed sweets and fruits among the mentally challenged children. On this occasion, published material in the form handbills and pamphlets in support of creating awareness about the legal rights and free legal aid were also distributed among the persons present there. Ms Bhavana Tayal, Director of Institute introduced the mentally challenged children and also apprised about their various activities.

| The Chandigarh Administration grants extension up to March 31, 2007 on the vacant plots allotted |

Chandigarh October 10:- The Chandigarh Administration has decided to further grant extension up to March 31, 2007 for construction of buildings on the vacant plots allotted by it so that genuinely intended public which is mid way through the process of completing their buildings is given another chance. It has been decided to give an opportunity to those who have got their building plans sanctioned and ready for construction or are in the process of construction. The extension will be allowed with 50% increase in the rates so that the cost of seeking extension becomes a deterrent. It is worth mentioning here that the previous extension up to March 31, 2006 was allowed at the rate of Rs.250 per square meter for residential, institutional and other categories whereas Rs.500 per square meter was fixed for commercial/industrial buildings. In this connection, it is stated that the Administration had earlier decided not to give any further extension for construction of buildings on the plots allotted by it beyond March 31, 2006. A large number of allottees applied for completion certificate on or just before March 31, 2006. These requests required processing in the Estate Office before completion certificate could be issued and a large number of request for giving extension beyond March 31, 2006 were also received. Keeping in view a sympathetic view on the requests, the Administration has extended the date to give an opportunity to those who have got their building plans sanctioned and ready for construction or are in the process of construction.

| Chandigarh Art Council to organise competitive programmes |

Chandigarh October 10:- Competitive programmes will be organized by Chandigarh Akademies to promote the art and culture in U.T. This decision was taken at the executive meeting of the Chandigarh Arts Council(CAC) held at U.T. Secretariat under the chairmanship of Adviser to the Administrator, Mr.Lalit Sharma here today. The meeting reviewed the activities of the council and the three Akademies and decision was taken to further boost the programmes. The meeting also reviewed the financial position and discussed plans for organizing cultural programmes. CAC will further upgrade the facilities for the akademies and artists. Adviser, Mr.Sharma asked for exploring the possibility of competitive programmes and annual awards for the artists. He also stressed for increasing the level of understanding of classical music and classical dance among the masses. He said that there was a need to demystify different forms of art and culture. Home Secretary, Mr.Krishna Mohan, Finance Secretary, Mr.S.K.Sandhu, Director, North Zone Cultural Centre, Mr.R.T. Jindal, Director Public Relations and Secretary, CAC, Mr.Vivek Atray, Chief Engineer, Mr.V.K.Bhardwaj, Chandigarh Lalit Kala Akademy Chairman, Mr.Aditya Prakash, Joint Secretary, CAC, Mr.Vineet Punia, Chandigarh Sahitya Akademy Secretary, Mr.Prem Vij and Chandigarh Sangeet Natak Akademy Vice Chairman, Mr.Kamal Arora participated in the meeting. .

| Dengue containment measures in Chandigarh |

In order to prevent dengue cases in Chandigarh the Health Department
intensified the field operations. The Assistant Director Malaria along
with his team made extensive round of P.G.I. and forest area behind
Engineering College & P.G.I. There was a Public Health Problem in the
back side of PGI & Punjab Engineering College wall where a sewerage
junction was found to be leaking with enormous flow. The entire amount of
efflux of said water was flowing out in a large area and create
mosquitogenic situation. Another collection of large amount of somewhat
fresh water also found to be leaking from tube-well of Engineering
College. All these points and mosquitogenic situations were treated with
larvicides.
The Health Department, Chandigarh continued the field operations in
Chandigarh for prevention and control of dengue. Special stress was laid
in CTU, Punjab and Haryana roadways workshops, Scooter and Cycle
repairers, where tyres have been dumped, were requested to remove these
tyres immediately

| MAP FOR GROWTH OF NORTH INDIA'S TOURISM SECTOR |

Chandigarh, October 7 --- The Conference cum Exposition on Tourism N'TOUR,
The North India Tourism Conclave - 06 set a road map for the growth of
North India's Tourism sector. The second day of the Conclave saw a host of
leading luminaries from the travel, tourism and hospitality industry and
allied government departments deliberating on the challenges and
opportunities that the industry faces today. It proved to be a unique
forum to define strategies that will help boost the Tourism sector in
North India.
Mr Sanjay Kothari, Principal Secretary, Tourism, Haryana, while
highlighting the need for Regional Strategy in place of state specific
strategy said, it is becoming increasingly important that the states in
the Northern Region evolve a common strategy to give thrust to the
industry and the Conclave helped churn out a comprehensive strategy to
realize the vision. The sessions in the Conclave ranged from identifying
the need and the approach to developing a long-term vision and an
integrated strategic plan for the Region, which is most critical for
sustainable competitiveness, he further said.
According to Mr. Vivek Atray, Director Tourism, Chandigarh
Administration, "One of the biggest achievements of N'Tour was that it
set a platform for a Joint Action Plan (JAP) by the entire sector. The
JAP will help boost the growth in an organized and structured manner by
covering critical issues like common branding for North India Tourism ,
capacity building of human resource , policy issues including the
requirements of infrastructure and sharing of resources by Public
Private Partnership (PPP) for consolidation and growth as well as
addressing environmental issues. Mr Atray further said that going by the
success of the first edition of the Conclave, the Administration plans it
to make it an annual feature.
Deliberating on the sustainability of the Tourism with a specific
reference to Green Tourism, Mr Niranjan Khatri, General Manager, ITC
Welcome Group, urged the Industry to "reduce Environment Footprint: reduce
energy, material & chemical Intensity, Initiate "Greening of the Supply
chain", focus on Innovative Water Management RWH, DSM, &Use of H2O
frugal devices, enhance Eco Literacy in the entire Value Chain including
customers, initiate Triple Bottom Line concept: Economic, Environment &
Social and Travel Agencies and & Tour Operators to engage the tourists in
responsible tourism."
Dr R Kumar, Eye Specialist & Medical Tourism Expert from PGI deliberated
on the promotion of Medical Tourism in the Region and recommended for
setting up PPP in healthcare sector to improve the infrastructure in
existing public hospitals and their expansion with the earnings from
foreigners, to provide good health care to the nation. He also
highlighted the need for huge investment in hardware (equipment) as well
as software (training, skill) in healthcare at this stage
Eco Tourism was another subject which was discussed at length by Ms Vibha
Butial, Managing Partner, Hotel Amber. She highlighted that to conserve
the rich ecological and cultural heritage of the state on sustainable
basis, the involvement of local communities in Eco-tourism is extremely
vital as it would support their livelihood needs and consequently create
their direct stake in conservation of local culture, ecology and
environment.
"As a conscientious member of the Indian adventure industry, we must make
a conscious effort to promote minimum impact tourism. Our motto is the
rule of the great outdoors " TAKE ONLY PHOTOGRAPHS LEAVE ONLY FOOT
PRINTS" and our eco code of conduct is an indelible part of our
operations" said Mr Shaukat Sikand, Markhor Adventures, while talking
about the promotion of Adventure Tourism.
Mr Manmohan Singh, Chairman, N'Tour, weaving all the sessions together,
aptly summed up that the Conclave enabled all the stake holders explore
the vast potential of tourism sector in North India. He further
reiterated CII's commitment to work in close consultation with the
government to promote the Tourism Industry in North India
The Conclave was attended by a large number of senior executives
representing holiday resorts, travel, tourism & hospitality industry,
institutions, NGOs, consultants and persons engaged with tourism industry
in the Government and in the private sector, states the release.
Concurrent to the Conclave, an Exposition showcasing the potential of
tourism industry is being organized which would be on till tomorrow.

| Chandigarh Heritage Festival |

Chandigarh, October 7 --- The Department of Tourism, Chandigarh
Administration, celebrated Chandigarh Heritage Festival in a befitting
manner today by organizing Heritage Walk, Talk on Chandigarhs Heritage,
Seminar at Chandigarh College of Architecture, Classical Evening at Sukhna
Lake and illuminating architectural buildings of the Capitol Complex, Open
Hand monument, Le Corbusiers erstwhile Office at Sector 19 and UT
Secretariat Building etc, to commemorate the inauguration of Chandigarh by
the first President of India, Dr Rajendra Prasad on October 7, 1953.
The Heritage Walk, which commenced from the Open Hand monument at 8 am and
culminated at the Chandigarh War Memorial, was flagged off by the
Administrator, UT, Chandigarh, Gen (Retd.)S.F. Rodrigues. As many as 300
citizens, including senior officers of the Administration, senior
citizens, officers of the State Bank of India led by its Chief General
Manager, Sh Hemant Contractor and General Manager, Sh S.S.Sharma, members
of INTACH led by its Convenor, Sh V.K.Kapoor, army officers of Western
Command, Chandimandir and school children, participated in the Walk which
culminated at the Chandigarh War Memorial. The Army Band of 2 Sikh
Regiment led by Naib Subedar, Jastej Singh and brass band of the
Government Model Senior Secondary School, Sector 8B, Chandigarh led by
Preeti mesmerized and spellbound the walkers by their various tunes. The
State Bank of India served refreshments and distributed T-shirts and
caps.
The officers of the UT Administration participated among others in the
Walk included the Home Secretary, Sh Krishna Mohan, the Finance Secretary,
Sh S.K.Sandhu, the Deputy Commissioner, Sh R.K.Rao, the Municipal
Commissioner, Sh P.S.Aujla, the Managing Director, CITCO, Sh Jasbir Singh
Bir, the Director, Tourism, Sh Vivek Atray, the DPI (Schools), Sh Ashwani
Kumar, and the Controller, Printing and Stationary, Sh O.P.Popli.
A discussion on Chandigarh Heritage was later held at Govt. Museum & Art
Gallery, Sector 10, which was inaugurated by Dr. B.N Goswami, an eminent
Art Historian. The Director, Tourism, Sh Vivek Atray, while welcoming the
eminent architects and scholars, said that Chandigarh is an evolving
city and is an envy of many a cities. The Open Hand is associated with the
architecture of the city and the Heritage of the city is an important
component of an endeavour of the Administration to promote Chandigarh as a
tourist destination. Sh Atray called upon the residents of the city to
take Chandigarh forward by maintaining its dignity for all times as the
growth and the future of the city needs to be maintained. He further
disclosed that from henceforth the Chandigarh Heritage Festival would be
celebrated every year.
Dr B.N.Goswami, who inaugurated a 6-day Exhibition of drawings, paintings
and photographs at the Museum and gave away prizes to the best entries in
various categories, stressed on the need to remember human dimension as
the concept of heritage rests with the universal ownership. He stressed
that the city will grow and live in the memory of man, if we are able to
tackle the pressure. Earth is a spacecraft where we are the crew and no
passengers as we are the ones to take the earth forwad., Dr Goswami
added.
Sh S.D.Sharma, an eminent practicing architect who worked with Le
Corbusier, emphasized on the need to maintain the built and natural beauty
of the City Beautiful as it has emerged as a vibrant and a source for
entrepreneurs. He was of the view that the entire city (built as well as
un-built structures) should be covered under the heritage status.
Prof Rajnish Wattas, Principal of the Chandigarh College of Architecture
also dwelt on the evolution of the architecture of Chandigarh and was for
nurturing the past and cherishing the future.
Ms Kiran Joshi of the Chandigarh College of Architecture, who proposed a
vote of thanks, disclosed that talks are on with the Archeological Survey
of India to take up the matter of conferring Heritage status to the entire
area of Chandigarh by the UNESCO as the city was made to commemorate the
attainment of Independence after a long struggle for Independence.
Later in the day, a Seminar at Chandigarh College of Architecture was also
organized, which was chaired by a renowned architect, Sh Raj Rewal.
In this sequence, a classical based musical programme by Subhash Ghosh was
held at Sukhna Lake, which enthralled the visitors.
The architectural buildings of the Capitol Complex, Open Hand and other
important buildings, namely, Le Corbusiers erstwhile Office at Sector
19, UT Secretariat Building, Sector 9 etc were illuminated in a graceful
manner.
