Chandigarh June, 15:-On June 24 this year, the oldest engineering college of the north-west will, for the first time, award its own degrees. H.E. Gen. (Retd.) S.F. Rodrigues, Governor of Punjab and Administrator UT Chandigarh will be the Chief Guest on this historic occasion. One of the most prestigious technical institutes of the region, the Punjab Engineering College was established way back in November 1921 as Mugalpura Engineering College at Lahore (now in Pakistan). The name of the college was later changed to Maclagan Engineering College and it started functioning under this name in March 1924. In the year 1931, the college got affiliated to Punjab University, Lahore. After partition in 1947, it was shifted to Roorkee (India) and was renamed as East Punjab College of Engineering. In the year 1950, the word East was dropped and it came to be known by its present name Punjab Engineering College. In October, 2003 the Govt. of India notified the Punjab Engineering College as a Deemed to be University under Section 3 of the UGC Act. As such, the college is now managed by a Board of Governors and enjoys complete autonomy regarding its academic programmes. The entire curriculum has been revised and the college in its new set up has introduced policies and programmes which are at par with those at IITs and other best institutions in the world. This is the first Convocation where the students will be awarded PEC (Deemed University)s own degrees. The earlier convocations were held on behalf of the Panjab University to which the college used to be affiliated. On June 24, about 500 students are expected to be awarded their Bachelors degree in nine different disciplines of Engineering Aeronautical Engineering; Civil Engineering; Computer Science & Engineering.; Electrical Engineering; Electronics & Electrical Communications Engineering; Information Technology; Mechanical Engineering; Metallurgical Engineering; and Production Engineering. | The Chandigarh Administration has set up KALA DARPAN for Traditional artisans |

Chandigarh June, 15:- The Chandigarh Administration has set up a Centre for Traditional artisans under the name and style of KALA DARPAN at Panchayat Bhawan, Sector 18, Chandigarh. This centre will encourage the artisans of the Union Territory of Chandigarh to exhibit their products. At this Centre, articles being manufactured by artisans will be exhibited for sale without charging any amount from them and the artisans will be paid the profit accrued on the sale of their products. In this regard, Chandigarh Administration has also constituted a Committee to take decisions regarding various issues which would be emerging from time to time for the day to day functioning of the 'KALA DARPAN'. Accordingly, the Chandigarh Administration has invited applications from the artisans working in Union Territory of Chandigarh, who are interested to exhibit their products for sale on the prescribed Performa available in the office of the Director Industries, Plot No. 39 Industrial Area, Phase II Chandigarh for registration of their unit. Chandigarh June, 15:- Dr. Ambedkar Institute of Hotel Management Catering and Nutrition, Sector 42-D, Chandigarh has created a unique record in campus selections. 115 students of this prestigious institute have been selected for various positions in different prestigious hotels. Out of a batch of 149 students of final year about 130 students had appeared in those campus recruitment interviews, the other 15 students are awaiting final result of selection during the current academic year. Institute students Kshitij Khurana and Shruti Sharma of Ist Year were ranked 3rd and 9th respectively in the All India Merit List of National Council for Hotel Management. The merit list for the other classes is awaited. Kshitij Khurana scored 1066 marks out of 1200 while Shruti Sharma got 1023 marks. The Institute has built a very good reputation over the years, which has resulted into a large number of reputed national and international level hotels prefering to visit this Institute for selection of the students, who are in final year. This year also about 23 top class hotels, airlines, BPOs, fast food chains, hospitals, resorts visited this Institute for campus recruitment while some other hotels called our students to their hotels for selection. The position offered to the students include management trainees, operational trainees, entry level positions, team members, guest service associates, cabin crew members, ground support staff etc. and the salaries offered varies from Rs. 30,000/- to Rs. 8,000/- p.m. plus perks. Some of their alumni have risen to the level of General Managers, Executives Chefs, F&B Managers and House Keepers in reputed hotels. The institute conducts a course called the "3-year B.Sc. in Hospitality and Hotel Administration". The intake year is about 150 students each year and student hail from various parts of the country. The students are selected on the basis of a Joint Entrance Test conducted by the National Council for Hotel Management, Pusa, New Delhi on an all India basis. These days, the Institute is among the top ranking ones in the country based on its overall performance. The Institute is housed in a newly built, well-maintained lush green campus and is well equipped with ultra modern infrastructure and hostel facility for 102 boys and as many girls. Chandigarh June 13:- The Administrator, U.T., Chandigarh has constituted a committee under the chairmanship of Deputy Commissioner-cum-EstateOf ficer, Sh.R.K.Rao to scrutinize of applications received for allotment of all sites in the Rajiv Gandhi Chandigarh Technology Park. The committee will make recommendations about the eligibility or otherwise concerned as per the allotment of campus sites in Chandigarh InformationServices Park Rules, 2002 for the respective category accordingly. The committee will consist of Joint Secretary Finance; Director, Software Technology Park of India, Mohali, and Finance & Planning Officer,Chandigarh Administration Secretariat as members. | Land Acquisition Act In Chandigarh |

Chandigarh, June 12:- News regarding low rate of compensation given to the owners of acquired agricultural land in Union Territory, Chandigarh have recently been appearing in the newspapers. In this context, it is clarified that the Land Acquisition Act is a central Act, enacted for acquisition of land for the public purposes and for planned development and for creating infrastructures in public interest like in the field of education, housing, health, slum-clearance and other developmentalactivities. While acquiring land, the due process of law is followed by providing opportunity of being heard to all the persons going to be affected by such acquisition. Thus, it is not an arbitrary attempt on the part of Administration, rather for the socio-economic developments of the society as a whole; the provisions of the Land Acquisition Act are involved. The basis of assessment of the award is basically the same throughout the country.Guiding factors for assessing the value of the land is Collectors rate.The determination of compensation of land is based on a very sound principle of average as enunciated and upheld by the Hon'ble SupremeCourt in various judgments as a sound basis for calculating marketvalue. In this method, all the registered sale-deed during the last one year immediately prior to the initiation of the acquisition proceedings i.e. notification under section 4 of Land Acquisition Act as per recordof the Sub-Registrar are taken.Collector rates for agricultural land have been revised twice in the last year and there has been 140% increase in the collector rates in thelast year, as compared to the year 2004. Resultantly, the rate ofcompensation in respect of agricultural land has also registered an increase. The land owners have recently been compensated to the tune ofRs.40.00 to 45.00 lacs. While acquiring the land, the land owners arenot only paid the award calculated on the basis of Collectors rate, butsolatium @ 30% on the value assessed on the basis of Collectors rate and additional market-value @ 12% per annum is also paid through theaward. The land owners have recently been compensated to the tune ofRs. 40 to 45 lacs per acre. However, the award is further subject to enhancement as the land owner is at liberty to approach the HighCourt/Supreme Court, if he thinks that he has not been compensated suitably. Chandigarh June 10:- The Chandigarh Administration will organise an awareness camp at Palsora on June 12 to create awareness about various welfare schemes for the weaker sections of the society. Mrs.Jean Rodrigues, wife of Gen.(Retd.) S.F.Rodrigues, Administrator, U.T., Chandigarh, will inaugurate this camp. The Administration is providing financial help under various pension/welfare schemes for old persons/children and women/disabled persons and weaker section of society. The Department of Social Welfare in collaboration with Scheduled Caste, Backward Class and Minorities Financial and Development Corporation and Chandigarh Child & Women Development Corporation is organizing this function for wider publicity and awareness of pension/welfare schemes. This function would be organized at Govt. Primary School, Palsora Colony, Sector 56, Chandigarh from 9.00 am to 5.00 pm. The administration spokesman said, “the main aim of this camp is to make people more aware regarding various welfare schemes for children/women/disabled persons/old persons and about various schemes of loans for self employment under national corporation schemes for SC/BC minorities and dependent of safaikaramcharies etc.” Hand Driven Tricycles to disabled persons, loan cheques to the beneficiaries under self-employers schemes and Certificates of English, Hindi and Punjabi Stenography Course will also be distributed on this occasion. Chandigarh, June 10:- The Zila Sainik Welfare Office, U.T., Chandigarh has launched various welfare schemes for ex-servicemen/widows and their dependents who are residents of U.T., Chandigarh during the year 2006-2007. The Zila Sainik Welfare Office will impart one time grant of 40 scholarships of Rs.3600 which will be awarded to the wards of ex-servicemen/widows of UT, Chandigarh only. These scholarships would be given to those, who have passed Matric and Plus Two examination during March 2006 with minimum of 60 percent of marks and are studying in the next higher class. The criteria will be on pure merit. Similarly a computer course is also being initiated from August 1, at DOEACC Centre (formerly Regional Computer Centre) Sector 17, Chandigarh. A screening test would be held to select 25 candidates for the said course. This test will be held on July 25. Minimum academic qualification for this course is Matric pass. The application forms are available at Zila Sainik Welfare Office, Sector 21-D, Chandigarh. Chandigarh June 9:- The Chandigarh Housing Board(CHB) has today selected Ms.Parsvanath Developers Pvt. Ltd. as developer for development of Residential, commercial and other related Infrastructure facilities as an Integrated Project at the Rajiv Gandhi Chandigarh Technology Park. The project spread over 129 acres, aims at developing world-class residential and commercial facilities, equipped with state-of-the-art social infrastructure and other utilities, making it the finest example of a public private partnership in the country. It is the first of its kind in the country. It will be a prime example of an eco-friendly project with almost 20% of land area being reserved for recreational greens and another 10 acres reserved for development of water bodies. Spacious apartments ranging from 1 bed-room to 5 bed-room flats, private villas, shopping mall, shopping complexes, Schools, Poly-clinic, Fire-Station, Bus Stand, Petrol Pump, Recreational Clubs, Stadium, Lakes and Water sports facilities will make it a project of prestige for Chandigarh. The CHB developed a model of partnership wherein the successful implementation of the project within a short period of time was the central concern in view of the fact that IT firms have started functioning in IT Park. The financial model which is the first of its kind in the country was designed not only to get the present value of land but also to capture the future value addition in the project. The model envisages 30% share of revenue accruing on the sale of residential units in addition to making upfront payment of land. The project envisaged development residential facilities in 35-40% area, commercial facilities in 2.5-3.5% of the area, Public Buildings/Social Infrastructure in 10-12% and Recreation/Green Area in 15-20% of the area. Circulation and electric corridors shall cover 25-30% of the project area. The unique financial model of the project has helped the administration realize considerably higher land valuation for this project as compared to several other similar projects all over the country, including some in metro cities. Clearly, the market has voted for Chandigarh as the most preferred development and investment destination. The price bid opened today has revealed Ms.Parsvanath Developers Pvt. Ltd., with a price bid of Rs.821.21 crore (Rs.621.21 crore for the residential part and Rs.200.00 crore for the commercial area) as highest bidder for this project. The next highest bidder, Ms. DLF Universal Ltd. quoted a price bid of Rs.567.00 crore (Rs.402.00 crore for the residential and Rs.165.00 crore for the commercial part). Accordingly, Ms.Parsvanath Developers Pvt. Ltd. was selected as the private partner by the CHB for this project. The selected developer shall deposit Rs.100.00 Crore within 30 days and the remaining amount shall be deposited within 18 months. The work on the project is expected to begin very soon, and is expected to be completed within 3 years. It is worth while to mention here that the CHB was nominated as the nodal agency by the Chandigarh Administration for the execution of this project through Public Private Partnership (PPP). The selection of the private partner for development involved an extensive exercise by the CHB with SBI Caps as its consultant. On 24th Jan 2006, CHB invited pre qualification proposals through a Request for Qualification (RFQ) document, which apart from all leading national dailies, was also published in international journals, including the Economist. A pre-bid conference was held on 7th Feb.2006, where the various concerns/queries of the prospective bidders were addressed. A total of 10 Expression of Interest were received of which 9 were pre qualified. The eligibility condition included a minimum of Rs.500 crore turn-over over the last 5 years and experience of developing atleast 150 acres over the last 7 years in similar projects. The nine pre-qualified developers were subsequently asked to submit separate technical and price bids through a Request for Proposal(RFP) document issued on 13th March 2006. Three developers namely, Ms.DLF Universal Ltd., Ms.Emaar Properties PJSC and Ms.Parsvanath Developers Pvt Ltd. submitted their bids upto the date fixed (26th May 2006). On 6th June 2006, the technical bids were evaluated by a Technical Committee, consisting of the Chairman and the CEO, CHB, and Officers of Chandigarh Administration namely Estate Officer, Chandigarh, Jt. Secy. Finance, Chandigarh, Chief Engineer Chandigarh, Chief Engineer CHB, Chief Architect and the Principal, College of Architecture. The evaluation of technical bids included presentations by the three bidders about their vision, scope and development of their proposed work plan. The evaluation committee decided that Ms.Emaar Properties PJSC did not meet the prescribed objective and qualitative parameters in their technical bid. Accordingly, their bid was rejected at the technical evaluation stage. The remaining two applicants namely Ms.DLF Universal Ltd.. and Ms.Parsvanath Developers Pvt. Ltd. qualified and their price bids were opened today and Ms.Parsvanath Developers Pvt. Ltd. selected. Chandigarh, June 9:- The Chandigarh Administration is committed to provide healthy and clean environment to the residents of all UT villages. The Rural Development Department has already initiated preventive measures to avoid the incidents of epidemics like Cholera and Malaria etc., which break out almost every year during the arrival season of monsoon. The Director Rural Development & Panchayats, Mr. Amarnath has addressed a circular to all the Sarpanches and Members of the Panchayat Simiti to take stock of the sanitary conditions in their villages and carry out special cleanliness drive right now and continue the same till the end of rainy season. Chandigarh, June 9:- The Sports Department of Chandigarh Administration would shortly issue Sports Gradation Certificates to the players. The trial/interview for issuance of Sports Gradation Certificates has been fixed for June 29. All eligible sports persons of U.T. Chandigarh have been asked to submit their applications on prescribed proforma in the office of the Director Sports, (Hockey Stadium, Sector-42 Chandigarh) latest by June 26. An interview/trail would be held. All the candidates should report in proper kit for the trial/interview at Hockey Stadium, Sector-42 on the morning of June 29 alongwith their original sports certificates. | The Chandigarh Administration Reply on" Girls used by mother or disregarded by Admn" |

Chandigarh, June 8:- The Chandigarh Administration has refuted the charges made in the news item “Girls used by mother or disregarded by Admn.” in a local daily. The Director Social Welfare, UT, Chandigarh, said that the said news item was misleading and not based on the facts. The Administration is already engaged in providing shelter to the abandoned girl child in Nari Niketan as the Chandigarh Administration has already declared the Nari Niketan, Sector 26, Chandigarh as Children Home for the reception of neglecting female juvenile in UT, Chandigarh, vide a administration notification. A Juvenile Home is also coming up at Sector 25, Chandigarh and the building is in the process of completion and the same will be competed within a span of two months. It will cater the male juvenile and female juvenile separately. The Director Social Welfare stated that the correspondent did not consult the concerned department i.e. Social Welfare Department, UT, Chandigarh before filing the news storey. This is a sensitive side and the correspondents are expected to behave in the same manner. The news is quite old and the administration has already taken care of the issues involved. Baby Pooja and Bhawna were found one year back in a abandoned conditions and both of them given shelter at Bal Niketan and were later sent back to their parents long back. It has been learnt that now they are living with their parents at Zirakpur (Punjab) and hence the jurisdiction of UT Chandigarh is not applicable there. The news also depicted that the father of the children is suffering from Tuberclosis of the bone marrow and requires medicine worth Rs. 630/- every three days. Chandigarh Administration has one T.B. Also a schedule has been worked out for making provision for drinking water during the vacations only. Schedule of providing additional drinking water facilities in various Govt. CHANDIGARH, JUNE 6: Assuring full support for combating the AIDS epidemic, Mrs. Jean Rodrigues, wife of Punjab Governor and Administrator, Union Territory, Chandigarh, called NGOs to adopt villages and slums with a focused endeavour on preventive steps and awareness programmes, through an institutionalized system. She called upon the social voluntary organizations to help this initiative and lead the community in tackling this dreaded disease. Addressing an impressive function after releasing AAKANKSHA, a documentary film and booklet Man Jeete Jag Jeet, on HIV/AIDS awareness, at Drop-in Centre for HIV positive people at International Hostel, Sector 15, here today, Mrs. Rodrigues said that the magnitude of this grave problem can be gauged from the alarming increase in the cases over the years, despite the efforts being made at different levels. There is an urgent need to further strengthen the AIDS Control measures through education, information and awareness with a well- managed monitoring system. Appreciating the work being done by the Chandigarh AIDS Control Centre, Mrs. Rodrigues said that it has done good work, but more concerted efforts, in a systematic and pragmatic way, are required to realize the objective. She said that the medical fraternity, social voluntary organizations and individual philanthropists have to work with devotion and dedication to spearhead the crusade to educate public opinion against his menace. Mrs. Jean Rodrigues also went round the Drop-in Centre set up by the AIDS Control Society and planted a sapling of Amaltaas in the Campus. In her welcome address, Dr. Sonia Trikha, Project Director, State AIDS Control Society said that the production of a book and a film for HIV positive people is a good effort which will help in disseminating useful information and imparting proper knowledge and awareness to overcome HIV positive problem. She emphasized that such endeavours will help in ending stigma and discrimination attached with HIV/AIDS. Ms Pooja Thakur, President of Chandigarh Network of People living with AIDS emphasized the need for a collective effort for eradication of AIDS and support from all sections of society for this cause. Mrs. Swati Sharma, Secretary, Indian Red Cross Society proposed vote of thanks. Prominent among others who were present on the occasion included Mr. P.H. Vaishnav, IAS (Retd.), Dr. Usha Bishnoi, Joint Director Health (UT) Dr. G. Dewan, Deputy Medical Superintendent, Representatives of various NGOs educational and medical institutions. Chandigarh June 2:- The Department of Environment and Forests, U.T., Chandigarh will celebrate World Environment Day on June, 5 at Kansal Log Hut, Sukhna Wildlife Sanctuary at 10 am, in which noted environmentalist, Sh.Sunder Lal Bahaguna will be the Chief Guest. The Administration spokesman disclosed that the Forest Department has fixed a target of planting 1.21 lakh saplings in U.T. during the current financial year to maintain the ecological balance and make the environment pollution free. Around 90% of the target will be achieved before September of this year. Government Departments, Panchayati Raj Institutions, NGOs, Resident Welfare Associations etc. would also be given 15,000 saplings free of cost. As many as 10 nurseries of various departments would prepare different kinds of saplings. To mark this occasion saplings will be planted followed by distribution of awards etc. The function is being organized in collaboration with the Environment NGOs, Yuvsatta and school students of Government and private schools. ORDER UNDER SECTION 144 Cr. P.C. Whereas it has been made to appear to me that certain groups of people are planning to organize ralies, dharnas and resort to their agitational methods near FCI, Office Punjab at bay no 34-38, Sec 31-A, Chandigarh and whereas there is every apprehension that such groups and organizations may cause obstruction, annoyance or injury to the person lawfully employed and endanger human life and property, disturbed public peace and tranquility and cause riots and affrays:
2. AND WHEREAS I, R.K. Rao, IAS, District Magistrate, Chandigarh am of the opinion that taking out processions, making speeches, raising slogans; assembly of five or more persons; carrying of Lathis near FCI Office, Punjab Region at bay No.34-38, Sector-31, Chandigarh would cause obstruction, annoyance or injury to persons lawfully employed, disturb public peace and tranquility and cause riots and affrays and that immediate action is necessary for the prevention of the same.
3. NOW THEREFORE, I, R.K. Rao, IAS, District Magistrate, Chandigarh, do hereby order that as a measure of emergency, the public in general or any member thereof is prohibited from forming an assembly of five or more persons, taking out processions, making speeches, raising slogans, sitting in dharnas, carrying of Lathis within 200 Meters radious of FCI office, Punjab Region at Bay No.34-38, Sector-31A, Chandigarh
Provided that the above order shall not apply to; (I). The police or Para-military or military persons or any other Government Servant on official duty; (II). The processions or meetings for which prior permission in writing of the District Magistrate/Sub Divisional Magistrate, Chandigarh, is obtained; (III). The customary and ritualistic procession in connection with weddings and funerals.
4. This order shall come into force with effect from the zero hour on 02-06-2006 and shall be effective for a period of 30 days upto and including 30-06-2006.
1. In view of the emergent nature of the order, it is being issued ex-parte and is addressed to the public in general.
2. This order shall be promulgated by announcement through publicity vans and by affixing copies thereof at the Notice Boards of the Office of the District Magistrate as well as the District Courts, Chandigarh, and publication in the newspapers having circulation in the area.
